Introduction:

Ap Caste Survey 2023 Operational Guidelines,Model Caste Survey Form 2023. The Govt of Ap decided to conduct the Caste Survey 2023 throughout the state. It would not be an exaggeration to say that community or caste and its professional, which has been braving significant social,cultural,political and economic hardships, is on its last leg because a lot changed in the world.

The AP Caste Survey 2023 census can help identify the disadvantaged groups and bring them to the forefront of policy making. By understanding the distribution of different caste groups, targeted policies can be implemented to address social inequality and uplift marginalized communities.

  • Volunteers and Secretariat employees should jointly conduct the survey at the field at the field level. eKYC of the volunteer abd Secretariat employee is mandatory at the end of every household survey.
  • Option to save partially surveyed details is provided.
  • eKYC of all household members except children below 8 years of age is mandatory to complete the survey.
  • If any family member is found dead, eKYC of one if the family members is mandatory. If a single member or the entire family dies, eKYC is mandatory for the secretariat employee to subit the details.
  • For family members, eKYC options of Biometric/IRIS/OTP/ Facial are provide.
  • For Volunteer and Secretariat employees, eKYC options of Biometric/ IRIS/Facial are provided.
  • Screenshots/Video recordings are not allowed in the mobile application.
  • The volunteer must use the same mobile device from start to finish to complete the survey.
User Manual
  • Use CFMS ID instead of Aadhaar number for volunteer app login.
  • After CFMS ID entered, volunteer must choose one of the three authentication options (eKyc): Biometric, IRIS or Facial for authentication.


  • Select the icon with "Caste Enumeration Survey" on the home page for the list of families under the volunteer's jurisdiction.
  • A dashboard will appear under the volunteer name in the following credentials
  1. Number of families
  2. Number of households completed
  3. Number of partially completed households
  4. Number of pending families.
  • Pending and completed details are donr in the list of families.


  • After selecting a house from the pending list, 
    there are two sections.
    • Section 1 - Family Details
    • Section 2 - Details of Members
  • After the volunteer completes Section 1 Family Survey, app volunteer Section 2- Allow for survey of members.


  • The volunteer has two options to Survey the family details as follows
    • If the family is available for the survey, they are available for the survey
    • if the whole family dies then all the family members are dead.


  • Volunteer and secretariat employee should authenticate with e-KYC options of Biometric, IRIS, Facial if family members all deceased option is selected for living status of volunteer,family members.


  • If the volunteer selects the options Available for the Survey for Living Status of Family members then the questionnaire will appear.
  • Some question on family details and personal details are pre-filled. All remaining questions are in two formats, 
    • Drop Down - Select one of the following options.
    • Blank Space - Type the appropriate answer.
  • For questions 1,2,3 respectively family id, District name and mandal/municipality/Nagar Panchayat details will be displayed
  • For question 4, the volunteer's family.


  • For question 5, the volunteer has to select the name of the residence from the dropdown
  • For question 6 select the ward number in the concerned ULB or Panchayat from the drop down.


  • For question 7 select head of household and for 7.1.1 select the relationship of family members to head of household
  • 7.1 in questions 7.1.2, 7.1.3, 7.1.4 select the relationship of all family members to the head of the family.
  • The date available in the GSWS section shows the number of members in the family and present adress for questions 8 and 9 respectively.


  • Questions 9.1 has two options yes and no. If the volunteer selects yes, the current address will be considered for permanent address.
  • If the volunteer selects the number in question 9.1, 9.1.a, 9.1.b, 9.1.c drop down will appear for District, Mandal, Panchayat/Ward number.





  • For question 10, Select the type of house from the drop down.
  • For question 11, select the toilet facility used in the family from the drop down.


  •  For question 12, select the drinking water facility used by the household from the drop down.
  • Enter details of livestock in question on 13


  • If the family has livestock animals other than thoose mentioned, the volunteer can enter additional details in question no 13.e.1 after selecting yes in question 13.e.1.


  • For question 14, select the type of cooking fuel used by the household from the drop down.


  • After completing the family details survey the secretariat employee and the volunteer will then have to do authentication (e-KYC) with any of the family members.
  • Select secretariat employee and family members from the drawdown volunteer followed fro authentication, should also authenticate through e-KYC


  • e-KYC authentication for family members has 4 options, Biometric, IRIS, Facial, OTP.
  • Volunteer and secretariat employees have 3 options for e-KYC biometric, IRIS, Facial.


  • Section 2 of the caste survey will be initiated when the volunteer successfully submits the family details survey including e-KYC from the family members, Volunteer and secretariat employee
  • After selecting an individual family member, question 1 is the name of the concerned member.
  • For question 2, if the volunteer chooses the option of family member dead, then any of the family members should be authenticated (e-KYC) by the secretariat employee and the volunteer,
  • For question 2, if the volunteer selects the households member alive option, then the questionnaire appears.


  • For question number 3 e-KYC of family member will show living status as yes or no,
  • For question number 4 select father/husband and enter the name of father or husband.
  • for question no 5 and 6 gender and age will be displayed as per data available in GSWS selection respectively.
  • For question number 7, select martial status from the drop down.
  • For question no.8, if the caste certificate from APSEVA has already been obtained, showing the caste of the member, if it is pre-populated.


  • If any member does not obtain caste certificate from AP service, volunteer should select appropriate caste and sub caste.
  • A search option for sub-caste is provided to search and select the sub-caste of the respective member.


  • In the question 9, the volunteer should select the religion of the concerned family members from the drop down.
  • In question 10, if the member has a ration card, then the number is calculated first, otherwise the ration card number should be entered(this is not mandatory)


  • For question 11, select the educational qualification details of the family members from teh drop down.
  • For question 12.1, 12.2 select the occupational category, sub-category of the member from the given drop on respectively.


  • For questions 13, the volunteer should the agricultural land area of the member fron teh drop down given.
  • If citizens have Aadhaar seeding with Revenue Department agricultural land details are pre-registered.


  • For questions 14, the Volunteer has tp select the area of the members residence from the given drop down.


  • Select the secretariat employee name from drop-down and check the declaration box to submit member details.
  • Volunteer and Secretariat employee should complete e-KYC authentication after completing e-KYC authentication of concerned family members.
  • e-KYC authentication for family members has 4 options Biometric, IRIS, Facial, OTP.
  • Volunteer and secretariat employees have 3 options for e-KYC namely Biometric,IRIS,Facial.
